Incompatibility with Accessibility Regulations

The following content and functions are currently not fully compliant with legal accessibility requirements:

  • PDF documents and downloadable files: Some PDFs lack semantic structure, alternative text, or logical reading order. New and updated documents are made accessible where possible.
  • Embedded videos: Some videos lack subtitles or audio descriptions. Future videos will be produced with accessibility in mind.
  • Keyboard navigation: Some interactive elements are only partially operable via keyboard. Improvements are planned.
  • Alternative texts: Some images lack meaningful alternative text. These will be added progressively.
  • Contrast ratios: Some visual elements do not meet minimum contrast requirements under WCAG 2.1 AA. Adjustments are planned.

Disproportionate Burden

Certain content is not accessible due to disproportionate burden, in accordance with Article 5 of Directive (EU) 2016/2102 and national laws:

  • Third-party map services: Embedded services (e.g. Google Maps) cannot be fully adapted. Address information is provided as an alternative.
  • Older videos: Retrofitting would require excessive effort. Future videos will comply with accessibility standards.
  • Third-party PDFs: Some documents from external sources cannot be made accessible retroactively. Alternatives are provided upon request.

These exceptions are based on individual assessments of effort and user benefit.

Content Outside the Scope of Accessibility Regulations

The following content is excluded from legal accessibility requirements:

  • PDFs published before 23 September 2018 not relevant to administrative procedures
  • Audio/video content published before 23 September 2020 without accessibility features
  • Live broadcasts without real-time captioning
  • Third-party content not under our control (e.g. embedded Google Maps or YouTube)
  • Reproductions of historical documents where conversion is not technically possible
  • Intranet/extranet content published before 23 September 2019 and not substantially revised since
